Amends TCA Title 55, Chapter 4.

ON MARCH 21, 2022, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 1667, AS AMENDED. AMENDMENT #1 rewrites this bill, authorizes certain new special license plates, and revises various existing plate provisions. This amendment authorizes the following new special license plates: (1) Old Friends Senior Dog Sanctuary, with proceeds allocated to Old Friends Senior Dogs, Inc., to support the organization's mission to save senior dogs located in shelters in this state; (2) Memphis/Shelby County Schools Alumni, with proceeds allocated to the SchoolSeed Foundation, to be used for the Shelby County Schools Student Scholarship Fund and funding for the continuation of college, career, and technical education (CCTE) trade school programs; (3) USTA Tennessee, with proceeds allocated to the Tennessee Tennis Association, Incorporated, to promote and develop the game of tennis in this state; (4) Save Our Smokies, with proceeds allocated to Save Our Smokies, Inc., to assist with cleanup efforts, including litter pickups and graffiti removal, in the Great Smoky Mountains National Park; (5) Historic Maury, with proceeds allocated to the Maury County Historical Society to promote and assist in the preservation of history in Maury County; (6) Bays Mountain, with proceeds allocated to The Bays Mountain Park Association to promote and support Bays Mountain Park and Planetarium; (7) Explore TN, with proceeds allocated to A Soldier's Child Foundation, to be used for the organization's mission to support children of military personnel who have lost their lives while on active duty, including through the provision of birthday celebrations for the children, the payment of fees for camps, and college scholarships; (8) Knights of Columbus, with proceeds allocated to the Tennessee State Council of the Knights of Columbus to assist the organization in carrying out its mission of service to the community; (9) Clement Railroad Hotel Museum, with proceeds allocated to the Governor Frank G. Clement Railroad Hotel and Historical Museum Corporation, Inc., to promote, develop, and provide the museum's educational programming, including the museum's lecture series, free tours for elementary school students, afterschool programs, and distance learning programs; (10) Alcorn State University, with proceeds allocated to Alcorn State University Alumni Association of Middle Tennessee, to be used for funding scholarships for students from this state; (11) Fisk University, with proceeds allocated to Fisk University, to be used to support the university and its mission to emphasize the discovery and advancement of knowledge through education. This amendment specifies that this plate will be deemed a collegiate plate for purposes of the minimum order requirements, but is otherwise a new specialty earmarked plate; (12) Presidential Service Badge; Combat Action Badge; Combat Infantryman Badge; and Combat Medical Badge, as a new cultural/military plates. This amendment sets out in detail the requirements to qualify for such plates; (13) Physician, as a new category of special license plates, with a fee of $25.00, in addition to title, registration, transfer or other fees or taxes otherwise applicable. This amendment sets out the requirements for qualifying for the plate; (14) Isaiah 117 House, with proceeds allocated to Isaiah 117 House to help provide emotional and physical support in a loving home for children awaiting foster placement in this state; (15) Respiratory therapists, with proceeds allocated to Isaiah 117 House for the housing of children before foster placement, including providing essentials such as electricity or food; (16) Honoring Law Enforcement, with proceeds allocated to Middle and East Tennessee Chapter of Concerns of Police Survivors (COPS), Inc., to assist with the organization's mission to provide emotional and financial support as well as legal assistance to surviving families of law enforcement officers killed in the line of duty; (17) Let Freedom Ring, with proceeds allocated to the Center For Living and Learning Nashville, Inc., to support the Center For Living and Learning Nashville, Inc.'s programs and efforts in this state to provide holistic care for individuals suffering from mental illness; (18) Improve Hendersonville, with proceeds allocated to Improve Hendersonville, to promote and support community and education initiatives sponsored by Improve Hendersonville, including the S'MORE summer reading camp for elementary school students; (19) Atlanta Braves, with proceeds allocated to the Atlanta Braves Foundation to be used in this state to support the foundation's philanthropic activities and charitable sponsorships; (20) River Life, with proceeds allocated to Shelbyville-Bedford Community Foundation, Inc., to assist Bedford County emergency services with Duck River safety challenges in the Duck River area; (21) Pancreatic Cancer Awareness, with proceeds allocated to the Pancreatic Cancer Action Network, Inc., to support, educate, advocate, and raise public awareness about pancreatic cancer in Tennessee; (22) Back the Blue, with proceeds allocated to the Tennessee State Lodge, Fraternal Order of Police and the Tennessee State Troopers Association to provide higher education benefits to the children of law enforcement officers killed in the line of duty; and (23) Muse Knoxville, with proceeds allocated to The Muse Knoxville, to offer educational programming and exhibits to children at no cost through the Muse for All scholarship. This amendment also: (1) Requires that the Alpha Phi Alpha specialty earmarked plate be designed in consultation with the executive director of Alpha Phi Alpha fraternity and contain the colors, logo, or other emblem or design distinctive to Alpha Phi Alpha fraternity. This amendment requires the commissioner of revenue to, no later than January 1, 2023, cause to be reissued a new Alpha Phi Alpha specialty earmarked plate of a design created pursuant to this amendment; (2) Adds Lane College to the list of historically black colleges that share the proceeds/benefits of the sale of the Delta Sigma Theta, Alpha Kappa Alpha, Zeta Phi Beta, Omega Psi Phi, Alpha Phi Alpha, Phi Beta Sigma, and Kappa Alpha Psi special license plates; (3) This amendment extends for one year the time period for the following plates to meet the minimum order requirements: Tennessee Chamber of Commerce and Industry; Tiger Haven; TennesSEIA; African American Breast Cancer Awareness; and Niswonger Children's Hospital; (4) Requires the department of revenue to design registration plates for active, retired, and honorably discharged members of the United States Space Force that must be issued in accordance with provisions governing registration plates for active, retired and honorably discharged members of the United States military and the United States military reserves in good standing; and (5) Changes from New Life Resources to Tennessee Right to Life Education Fund, Inc., the entity to which proceeds from the Choose Life special license plate is to be allocated. ON APRIL 7, 2022, THE HOUSE SUBSTITUTED SENATE BILL 1667 FOR HOUSE BILL 1655, ADOPTED AMENDMENT #1, AND PASSED SENATE BILL 1667, AS AMENDED. AMENDMENT #1 removes some of the required design elements for the Combat Action Badge; Combat Infantryman Badge; and Combat Medical Badge plates.
