Amends TCA Title 39, Chapter 17, Part 4.

Under present law, it is generally a criminal offense for a person to use, possess with intent to use, deliver, possess with intent to deliver, or manufacture with intent to deliver, drug paraphernalia. This bill creates exceptions to present law where it will not be an offense for: (1) A person who introduces a controlled substance into the person's body, or intends to introduce a controlled substance into the person's body, to knowingly use or possess with intent to use testing equipment for identifying or analyzing the strength, components, or purity of that controlled substance; or (2) An entity that promotes scientifically proven ways of mitigating health risks associated with drug use and other high-risk behaviors to possess or distribute to a person who intends to introduce a controlled substance into the person's body testing equipment for identifying or analyzing the strength, components, or purity of a controlled substance.
