Amends TCA Section 9-21-1001; Section 68-221-611 and Section 68-221-1311.

This bill adds to and revises the following provisions regarding public finance: (1) This bill adds, under the Local Government Public Obligations Act of 1986, that the modification of an outstanding obligation is deemed a refunding of the modified obligation, and such refunding must comply with the Act, if the modification is of such significance that the obligation would be deemed to be reissued for federal tax law purposes, regardless of whether the outstanding obligation is tax-exempt for purposes of federal tax laws; and (2) Under present law, the Water and Wastewater Treatment Authority Act requires water and wastewater treatment authorities to submit certain information to the comptroller prior to issuing bonds or notes. The comptroller must then report to the authority on the information submitted within 15 days. Under present law, the report received by the authority must be published once in a newspaper of general circulation in the county of the principal office of the authority, and any other counties that it serves, during the week following the report's receipt. This bill revises this provision to authorize publication in a newspaper in the county the primarily serves if its principal office is not also located in that county, in lieu of publication in the county of the principal office. This bill also requires that the report be published once on the authority's website. This bill makes a similar change under the Regional Water and Wastewater Treatment Authority Act.
