Amends TCA Title 2, Chapter 7.

This bill adds provisions regarding elections, as follows: (1) This bill specifies that a person convicted of a felony whose voting rights have not been restored must not be admitted to a polling place or allowed within the 100-foot boundary from an entrance to a polling place until such rights are restored; (2) Under present law, a voter may not be prohibited from using a mobile electronic or communication device at a polling place for informational purposes to assist the voter in making election decisions; however, a voter so using a mobile electronic or communication device is prohibited from using the device for telephone conversations, recording, or taking photographs or videos while inside the polling place. This bill adds that an individual, other than a voter who is authorized to be present at a polling place is prohibited from using a mobile electronic communication device for telephone conversations, recording, or taking photographs or videos while inside the polling place or within the 100-foot boundary; however, the credentialed press may take photographs or videos at such locations after providing credentials; and (3) This bill authorizes a county election commission to adopt a policy to credentialed members of the press for purposes of accessing polling places to take photographs and videos, as referenced above. ON APRIL 18, 2022, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 1914, AS AMENDED. AMENDMENT #1 rewrites this bill to authorize each county election commission to adopt a policy to credential members of the press for purposes of the present law authorizing members of the press to be allowed in polling places while election procedures are taking place.
