Amends TCA Title 2.

This bill requires a county election commission purchasing or leasing a voting system to ensure that the system produces a voter-verified paper audit trail, that does not include the identity of the voter. This bill also requires the commission to preserve each voter-verified paper audit trail as a paper ballot and use each voter-verified paper audit trail in a recount of ballots. For purposes of this bill, "voter-verified paper audit trail" means: (1) A paper ballot marked by a device that is available for inspection and verification by the voter at a polling location; or (2) A record contemporaneously printed at the time a voter casts a ballot using a direct recording electronic system that is made available for inspection and verification by the voter at the polling location.
