Amends TCA Title 49.

Subject to appropriations, if for the immediately preceding fiscal year, the actual revenue collections for the fiscal year exceeded the amount projected to be collected by the department of revenue for the fiscal year by $100 million or more, this bill requires the state to provide a bonus to each licensed public school teacher in an amount equal to one additional monthly installment of the teacher's salary for the respective year or $1,000, whichever is greater. The state will fund 100 percent of the bonuses and the bonuses will not be not part of the BEP. This bill specifies that its requirements will only be legally binding for the duration of the 112th General Assembly but future general assemblies are encouraged to include an appropriation to fund the bonuses in fiscal years where revenue collections exceed projections by $100 million or more.
