Amends TCA Title 49, Chapter 1, Part 2.

Present law requires the department of education to establish a student support collaborative to review and define the roles and responsibilities for school social workers, school counselors, school psychologists, and school nurses. The collaborative is also required to identify available resources and areas that school social workers, school counselors, school psychologists, and school nurses can collaborate on to provide high quality support to students. Present law requires that the collaborative shall include, at a minimum, representatives from the following organizations: (1) The department of education; (2) Local education agencies (LEAs); (3) The National Association of Social Workers, Tennessee Chapter; (4) The Tennessee Association of School Social Workers; (5) The Tennessee Association of School Counselors; (6) The Tennessee Association of School Nurses; (7) The Tennessee Association of School Psychologists; and (8) The Tennessee Commission on Children and Youth. This bill authorizes the commissioner of education to appoint representatives of the following entities to the collaborative: (1) The department of education. A representative appointed under this bill will be in addition to representatives appointed under present law; (2) The department of mental health and substance abuse services; (3) The bureau of TennCare; (4) The department of labor and workforce development; (5) The department of health; (6) The department of human services; (7) The department of intellectual and developmental disabilities; (8) The department of children's services; and (9) The governor's office. This bill requires the collaborative to meet during calendar year 2022 to develop a plan for expanding fiscal resources for student support personnel.
