Amends TCA Title 4.

ON APRIL 11, 2022, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 2309, AS AMENDED. AMENDMENT #1 rewrites this bill to add to the Eligibility Verification for Entitlements Act. Except where prohibited by federal law, present law requires every state governmental entity and local health department to verify that each applicant 18 years of age or older, who applies for a federal, state, or local public benefit from the entity or local health department, is a United States citizen or lawfully present in the United States. This amendment adds that a public benefit does not include a professional or commercial license for purposes of the citizenship verification requirement. To be eligible for a professional or commercial license, this amendment specifies that an applicant must show that the applicant is either a United States citizen or authorized under federal law to work in the United States as verified by the SAVE program.
