Amends TCA Title 4; Title 5; Title 6; Title 7; Title 65 and Title 68.
This bill authorizes a municipal water system, water utility district, investor-owned water utility, a county water system, and a county water and wastewater system treatment authority (each referred to in this summary as a utility or entity) to enter into an agreement with one other such utility to permit that other entity to operate within applicable utility's territory. This bill requires the applicable utility to establish a method by which the utility's ratepayers may petition the system to consider entering into an agreement pursuant to this bill.
