Amends TCA Title 49, Chapter 7 and Title 49, Chapter 8.

Present law requires the Tennessee higher education commission, in consultation with the governing boards of state institutions of higher education, to develop policies under which a person who satisfies the admissions requirements of a two-year institution and a four-year institution may be admitted to both such institutions. The commission must identify those institutions for which such dual admission is appropriate, based on geographic or programmatic considerations. This bill rewrites this provision to instead require the commission, in consultation with the governing boards of all state institutions of higher education, to develop, and the governing boards of all state institutions of higher education to implement a dual admissions policy in which a person who satisfies the admissions requirements of a two-year institution governed by the board of regents and a public university while pursuing a degree program within a transfer pathway program of study is authorized to be admitted to both such institutions. This bill removes the requirement the requirement for geographic and programmatic considerations. This bill requires that this requirement be implemented no later than the fall 2024 semester.
