Amends TCA Section 12-3-1209.
Under present law, contracts by counties, cities, metropolitan governments, towns, utility districts and other municipal and public corporations of the state, for legal services, fiscal agent, financial advisor or advisory services, educational consultant services, and similar services by professional persons or groups of high ethical standards, are not based upon competitive solicitations, but are awarded on the basis of recognized competence and integrity. The prohibition against competitive soliciting does not prohibit any entity enumerated from interviewing eligible persons or entities to determine the capabilities of such persons or entities. This bill extends the above-described provisions to contracts for services from an insurance producer, which is defined under present law as a person required to be licensed under the laws of this state to sell, solicit, or negotiate insurance.
