Amends TCA Title 49 and Title 68.

Beginning with the 2021-2022 school year, this bill requires that the BEP fund: (1) At least one full-time school counselor position for each school in each LEA; (2) One full-time teaching position for every 20 average daily membership in K-12; and (3) One full-time public school nurse position for each school in each LEA. Present law requires the executive director of the state's school nurse program to give priority in the assignment of school nurses to health departments or LEAs that serve counties that are plagued by problems of poverty, unemployment, and underemployment and are medically underserved to the greatest degree. The present law requirement is effective until the school nurse program employs at least one permanent, full time, school nurse per 3,000 students, but in no less than one permanent, full time, school nurse for each county-wide system, to all LEAs. This bill deletes the present law requirement for priority in assigning school nurses, which would no longer be in effect if each public school had a school nurse.
