Amends TCA Title 4; Title 9; Title 33; Title 56; Title 63; Title 68 and Title 71.

If a patient tests positive for COVID-19, this bill requires the healthcare professional, in addition to providing the patient with information concerning vaccination, to provide the patient: (1) With information on all available treatment options; (2) With informational packets regarding outpatient care; (3) With transparency concerning all protocols, including repurposed medications; and (4) With information on additional preventative care measures, such as nutraceuticals, diet, sleep, exercise, and basic oral and physical hygiene. If a patient chooses to have a COVID-19 vaccine administered, the healthcare professional must first provide the patient with a vaccine information sheet. This bill requires that any promotion by the department of health of COVID-19 vaccines using funds provided by the American Rescue Plan Act of 2021 include language as described in (1)-(4). To the extent allowed by the American Rescue Plan Act of 2021, for any funds provided by the American Rescue Plan Act of 2021 to be expended for the promotion of COVID-19 vaccines, this bill requires the department to expend an equal amount of funds on the promotion of health education, including, but not limited to, exercise and fitness, consumption of vitamin D supplementation, and a reduction in non-nutritional foods. This bill authorizes the department of health to promulgate emergency rules to effectuate this bill's purposes.
