Amends TCA Title 29 and Title 39.

This bill makes it a criminal offense for a person or entity to intentionally require that an individual wear a mask for the purpose of preventing the spread of COVID-19 as a condition of employment or in order to enter property that is generally open to the public. A first violation will be a Class C misdemeanor. A second violation will be a Class B misdemeanor punishable by a fine of no less than $1,000. A third or subsequent violation will be a Class A misdemeanor punishable by a fine of no less than $2,500. It will be an exception to the offense created by this bill if the requirement is a condition for entry into a hospital or other facility used for healthcare treatment of a person who has been designated by a physician as being at high risk of death from exposure to a communicable disease.
