Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 9; Title 11; Title 12; Title 13; Title 41; Title 42; Title 49; Title 54; Title 64; Title 68 and Title 69.
This bill makes various revisions to laws related to public financing as described below.<br /> <br /> Present law provides that the Tennessee local development authority generally has the power to purchase bonds or notes out of any moneys available at a price not exceeding the redemption price then applicable, plus accrued interest to the next interest payment date, if the bonds or notes are then redeemable. Present law further provides that all bonds and notes so purchased are canceled. This bill clarifies that the power conferred by these provisions of law are in addition, and supplemental, to the powers conferred by other law.<br /> <br /> Present law provides that contracts for legal services; fiscal agent, financial advisor, or advisory services; educational consultant services; and similar services by professional persons or groups with high ethical standards, must not be based upon competitive procurement methods, but be awarded on the basis of recognized competence and integrity. This bill clarifies that the "similar services" mentioned above must be similar professional services.<br /> <br /> Present law requires the superintendent of a county workhouse to keep or cause to be kept, in a well-bound book to be furnished by the county, an account of all supplies, implements, and tools purchased for the workhouse, keeping the account for supplies separate from implements and tools. This bill provides that the account may be kept in an electronic record instead of a well-bound book.<br />
