Amends TCA Title 38, Chapter 8, Part 1.

Present law generally requires the Tennessee peace officers standards and training ("POST") commission to issue a certificate of compliance to a person who meets the qualifications for employment and satisfactorily completes an approved recruit training program. Present law authorizes the commission to issue such a certificate to a person who has received training in another state if the commission determines that such training is at least equivalent to that required by the commission for approved police education and training programs in this state and when such person has satisfactorily complied with all other requirements under present law.<br /> <br /> This bill would instead require the commission to first evaluate the qualifications of a person certified as a law enforcement officer in another state by reviewing the person's training in the other state, practical experience in law enforcement, and education. Then, after such evaluation, this bill would authorize the commission to issue a certificate if the person has satisfactorily complied with all other requirements under present law regarding training of police officers in this state.<br /> <br /> This bill would also prohibit the commission from issuing a certificate or otherwise certifying a person who is decertified in another state if the person's decertification is the result of criminal or other misconduct. Prior to requesting certification for a person, this bill would require the employing agency to complete a check of the National Decertification Index, or other database, as part of a thorough investigation conducted by the employing agency.<br />
