Amends TCA Title 49, Chapter 2, Part 1 and Title 49, Chapter 3, Part 3.
ON MARCH 30, 2023, THE SENATE ADOPTED AMENDMENT #2 AND PASSED SENATE BILL 281, AS PASSED.<br /> <br /> AMENDMENT #2 rewrites this bill to revise law relative to teachers' wages, as described below. <br /> <br /> STATE SALARY SCHEDULE FOR TEACHERS<br /> <br /> Under present law, the commissioner, as approved by the state board of education, must annually formulate a table of training and experience factors and a state salary schedule to be effective for each school year, which must be applicable to all licensed personnel in every LEA, and which must include an established base salary per school year consisting of a term of 200 days for beginning licensed personnel with a bachelor's degree and zero years of experience. Licensed personnel having more training and experience must receive more than the established base per school year. Certified personnel having less training and experience must receive less than the established base per school year. The salary schedule must not be applicable to substitute personnel. <br /> <br /> This amendment requires that the state salary schedule for teachers formulated by the commissioner must establish a base salary that is no less than the following: <br /> <br /> (1) $42,000 for the 2023-2024 school year; <br /> <br /> (2) $44,500 for the 2024-2025 school year; <br /> <br /> (3) $47,000 for the 2025-2026 school year; and <br /> <br /> (4) $50,000 for the 2026-2027 school year.<br /> <br /> PROHIBITTED DEDUCTIONS FROM WAGES<br /> <br /> This amendment prohibits an LEA from deducting dues from the wages of the LEA's employees for a professional employees' organization, including, but not limited to, a professional employees' organization that is affiliated with a labor organization under federal law. However, an employee of an LEA is not prohibited from personally and voluntarily remitting dues to a professional employees' organization.<br /> <br /> ON APRIL 19, 2023, THE HOUSE SUBSTITUTED SENATE BILL 281 FOR HOUSE BILL 329, ADOPTED AMENDMENTS #2 AND 1, AND PASSED SENATE BILL 281, AS AMENDED.<br /> <br /> AMENDMENT #2 deletes the prohibition against deduction of union dues from LEA employees' wages.<br /> <br /> AMENDMENT #1 restores the provision that AMENDMENT #2 deleted.<br />
