Amends TCA Title 49, Chapter 4.
Present law requires the Tennessee student assistance corporation (TSAC) to administer the Tennessee Promise scholarship program for residents of this state seeking an associate's degree, certificate, or diploma from an eligible postsecondary institution under certain terms and conditions. One such condition is that, generally, in order to be eligible for the scholarship, a student must be admitted to, and enrolled full time in, an eligible postsecondary program in the fall term following:<br /> <br /> (1) Graduation from an eligible high school;<br /> <br /> (2) Completion of high school as a Tennessee home school student;<br /> <br /> (3) Obtaining a GED or HiSET diploma as long as the student obtains the GED or HiSET diploma prior to the student reaching 19 years of age; or<br /> <br /> (4) Graduation from certain out-of-state secondary schools if the student is a dependent child of a military parent under certain circumstances.<br /> <br /> However, present law authorizes exceptions to initial enrollment to be made for extenuating circumstances as provided in rules promulgated by TSAC. Additionally, if a student graduates early from an eligible high school, completes high school at an eligible home school early, or obtains a GED or HiSET diploma before the spring semester immediately preceding the student's initial fall enrollment, and the student is admitted to, and enrolled full time in, an eligible postsecondary program, then present law provides that such student is eligible for the scholarship.<br /> <br /> This bill changes the general law by removing the language generally requiring students to be enrolled full time in an eligible postsecondary program in the fall term following the events described in (1)-(4) above and providing instead that the student must be enrolled full time in an eligible postsecondary program no later than 16 months after the events described in (1)-(4) above.<br /> <br /> This bill applies to students seeking a Tennessee Promise scholarship on or after July 1, 2025.<br />
