Amends TCA Title 10; Title 38 and Title 39.

Under present law, it is a Class C felony for any person, knowing that an investigation or official proceeding is pending or in progress, to:<br /> <br /> (1) Alter, destroy, or conceal any record, document or thing with intent to impair its verity, legibility, or availability as evidence in the investigation or official proceeding; or<br /> <br /> (2) Make, present, or use any record, document or thing with knowledge of its falsity and with intent to affect the course or outcome of the investigation or official proceeding.<br /> <br /> This bill adds to the above the Class E felony of a law enforcement officer, with the intent to obstruct justice, to turn off, disable, fail to turn on, or operate a law enforcement recording device, including a law enforcement body camera, in any manner that prevents the creation of evidence.<br />
