Subject to local approval, moves from the first Monday in April to the second Monday in April the date for the biennial organizational meeting of the incoming board of commissioners; moves the monthly meeting of the board to the second Monday of each month; expands the board's authority with respect to public infrastructure and the board's ability to exercise eminent domain in furtherance of that purpose.
