Amends TCA Title 38; Title 39 and Title 40.

Under this bill, the goal of the study committee is to assess what state laws need revision and updating in order to better ensure the safety of citizens in response to the proliferation of gun violence in this state. This bill further specifies that at the request of the study committee, the various agencies and entities of state government are required to assist the study committee in the performance of its duties. <br /> <br /> MEMBERSHIP<br /> <br /> The study committee must consist of five members as follows:<br /> <br /> (1) One person who is a member of the district attorneys general conference to be appointed by the speaker of the house of representatives;<br /> <br /> (2) One person who is a criminal defense attorney to be appointed by the speaker of the house of representatives;<br /> <br /> (3) One person who is a member of the district public defenders conference to be appointed by the speaker of the senate;<br /> <br /> (4) One person who is a member of the Tennessee judicial conference to be appointed by the speaker of the senate; and<br /> <br /> (5) The commissioner of correction or the commissioner’s designee. <br /> <br /> MEETINGS <br /> <br /> This bill provides that the study committee must be convened by the commissioner of correction or the commissioner’s designee, and at the first meeting, the study committee must elect a chair, vice chair, and such officers that the committee deems necessary. <br /> <br /> COMPENSATION<br /> <br /> This bill prohibits a member from receiving compensation for serving on the study committee. However, the members will be reimbursed for attendance at meetings in accordance with the comprehensive travel regulations promulgated by the commissioner of finance and administration and approved by the attorney general and reporter. <br /> <br /> REPORT<br /> <br /> Under this bill, the study committee is required to timely report its initial findings and recommendations to the criminal justice committee of the house of representatives and the judiciary committee of the senate by December 1, 2024, including any proposed legislation. In addition, the study committee must issue a final report by February 1, 2025 at which time the study committee must terminate. <br />
