Amends TCA Title 39.

This bill provides that a person does not have a cause of action against a licensed federal firearms dealer for an act or omission arising from a firearm hold agreement and resulting in personal injury or death of a person, including the return of any firearms to the individual firearm owner by a licensed federal firearms dealer following the termination of a firearm hold agreement.<br /> <br /> However, this bill provides that the above provision does not apply to an action arising from a firearm hold agreement if the action was the result of unlawful conduct on the part of the licensed federal firearms dealer.<br /> <br /> "Firearm hold agreement", as used in this bill, means a private transaction between a licensed federal firearms dealer and an individual firearm owner under which the dealer takes physical possession of the owner's lawfully possessed firearm at the owner's request, holds the firearm for an agreed period of time, and returns the firearm to the owner according to the terms of the transaction.<br />
