Amends TCA Title 4, Chapter 3, Part 11.

Present law requires the department of general services ("department") to carry out a number of duties, including studying the use of state-owned automobiles by the state departments, offices and agencies, and establishing rules and regulations for the housing, repair and operation of such automobiles.<br /> <br /> This bill removes the language "rules and regulations" from the above paragraph and replaces it with "policies."<br /> <br /> INFORMATION ON PASSENGER MOTOR VEHICLES OWNED AND LEASED BY THE STATE<br /> <br /> Present law requires the commissioner of general services ("commissioner") to compile and maintain information on the nature of passenger motor vehicles that are owned and leased by the state, including on the basis of the energy efficiency of the passenger motor vehicles. The commissioner must file an annual report with the governor and the general assembly concerning such passenger motor vehicles. The report must include at least the following: <br /> <br /> (1) Problems or concerns the state may have experienced in meeting the target goal set relative to obtaining such energy-efficient motor vehicles;<br /> <br /> (2) Any savings or increased expenditures to the state in the purchase of, as well as the operation and maintenance cost of, such motor vehicles;<br /> <br /> (3) Plans for integrating electric vehicles and vehicles powered by ultra low sulfur diesel fuel into the state passenger motor vehicle fleet;<br /> <br /> (4) The volume of gasoline or diesel displaced by the usage of energy-efficient or alternative fuel vehicles; and<br /> <br /> (5) The emissions reduction achieved by the usage of energy-efficient or alternative fuel vehicles.<br /> <br /> Present law requires the information compiled to be made accessible to the public on the department's website. Additionally, the department must submit an annual report containing the information compiled to the speaker of the senate and the speaker of the house of representatives and to the chairs of the committees concerning government operations and to the chair of the energy, agriculture and natural resources committee of the senate and the chair of the agriculture and natural resources committee of the house of representatives.<br /> <br /> This bill removes all of the above provisions described under this heading.<br />
