Amends TCA Title 49.

Beginning with the 2024-2025 school year and continuing with each school year thereafter, this bill provides that if a student in any of the grades 3-8 does not achieve a performance level rating of "on track" or "mastered" on the mathematics portion of the student's most recent Tennessee comprehensive assessment program (TCAP) test, then the LEA or public charter school in which the student is enrolled must notify the student's parent or guardian in writing, no later than 10 days from the date on which the LEA or public charter school received the TCAP test results, of the student's lack of proficiency in mathematics and of the student's need for additional academic supports. This bill requires the written notice to advise the parent or guardian of the academic supports in mathematics available to the student, which may include, but are not limited to, the following: (1) The student attending a learning loss bridge camp before the beginning of the upcoming school year; (2) The student being assigned a tutor to provide the student with tutoring services in mathematics for the entirety of the upcoming school year based on tutoring requirements established by the department; (3) Interventions in mathematics to be provided to the student in the upcoming school year; and (4) Assignment in the upcoming school year to a mathematics teacher who attained an achievement level, based on the individual teacher's student growth data, demonstrating an effectiveness level of "above expectations" or "significantly above expectations," if such a teacher is available. This bill authorizes each LEA and public charter school that provides written notice to a parent or guardian, after conferencing with the student's parent or guardian, teacher, and school principal, to require the student to receive or participate in one or more academic supports in mathematics before the beginning of the upcoming school year or during the upcoming school year.
