Amends TCA Title 12, Chapter 3 and Title 12, Chapter 4.
For a contract entered into on and after July 1, 2024, between this state and a general contractor that has a value of $1,000,000 or more, this bill requires the contract to require the general contractor to ensure that a minimum of 25 percent of the total value of the contract be performed by minority-owned businesses. As used in this bill, a "minority-owned business" means a business certified by the following: (1) The federal office of small and disadvantaged business utilization in the U.S. environmental protection agency as a disadvantaged business enterprise or a minority business enterprise; or (2) The governor's office of diversity business enterprises as small businesses and diversity business enterprises.
