Amends TCA Title 49.

Present law prohibits the commissioner of education from granting a person, on behalf of the state board of education, a temporary permit to teach mandatory physical education classes. Beginning with the 2024-2025 school year and applying to each school year thereafter, this bill removes this restriction from the present law. Present law authorizes a teacher holding the teacher's second or third teaching permit to apply to the department of education for a limited license to continue teaching the course or subject area taught pursuant to the teacher's current temporary permit. However, a teacher who holds such a temporary permit cannot receive a limited license to teach mandatory physical education classes. Beginning with the 2024-2025 school year and applying to each school year thereafter, this bill removes this restriction from the present law. Present law requires mandatory physical education classes, which require each elementary student in an LEA to participate in a physical education class that meets at least two times per full school week during the year, to be taught by a licensed teacher with an endorsement in physical education or by a specialist in physical education. Beginning with the 2024-2025 school year and applying to each school year thereafter, this bill rewrites this provision to, instead, require such mandatory physical education courses to be taught by a licensed teacher with an endorsement in physical education or by a specialist in physical education, except as otherwise authorized by this bill.
