Amends TCA Title 39, Chapter 17, Part 13.

PERMITLESS CARRY<br /> <br /> Present law allows a person to carry, whether openly or concealed, a handgun if (i) the person is at least 21 or the person is at least 18 and meets certain listed criteria; (ii) the person lawfully possesses the handgun; and the person is in a place where the person is lawfully present. This bill deletes this provision entirely.<br /> <br /> CONCEALED HANDGUN CARRY PERMIT<br /> <br /> Present law allows any resident of this state who is a U.S. citizen or lawful permanent resident to apply to the department of safety ("department") for a concealed handgun carry permit. If the applicant is not prohibited from possessing a firearm in this state or any other state or federal law, and the applicant otherwise meets all of the requirements of present law, then the department must issue a permit to the applicant. To be eligible to receive a concealed handgun carry permit, the person must meet certain listed requirements. <br /> <br /> This bill revises the provisions above to, instead, provide that a concealed handgun carry permit issued prior to July 1, 2024 is not eligible for renewal and remains valid until its expiration if the permit holder is not prohibited from possessing a firearm in this state or any other state or by federal law. A person issued a concealed handgun carry permit may exchange the permit for an enhanced handgun carry permit upon payment of a processing fee of $35 and proof of successful completion of a handgun safety course if the permit holder is not prohibited from possessing a firearm in this state or any other state or by federal law. <br />
