Amends TCA Title 37 and Title 49.

As described below, this bill makes changes to the family life curriculum that apply to the 2024-2025 school year and each school year thereafter. To the extent that the topic and the manner of communication is age-appropriate, present law requires a family life curriculum to provide instruction on the detection, intervention, prevention, and treatment of child sex abuse and human trafficking in which the victim is a child. The instruction for human trafficking must be accomplished through the viewing of a video recording approved by the LEA. This bill removes the requirement that the human trafficking instruction must be accomplished through the viewing of a video recording approved by the LEA. To the extent that the topic and the manner of communication is age-appropriate, this bill requires a family life curriculum to provide instruction on the detection, intervention, prevention, and treatment of internet crimes against children involving sexting, sextortion, and the exploitation of a minor. This bill requires the Tennessee joint task force on children's justice and child sexual abuse, in consultation with the children's services advisory council, to annually recommend to the department of education age-appropriate curricula that LEAs and public charter schools may use to provide the instruction described in the above provisions. The department of education must annually notify LEAs and public charter schools of the curricula recommended by the joint task force. At the beginning of each school year, present law requires each LEA and public charter school to submit the contact information of the LEA's or public charter school's child abuse coordinator and alternative child abuse coordinator to the department of children's services. This bill adds to the present law by requiring each LEA and public charter school to submit the following to the department of children's services: (1) The contact information of each LEA or public charter school employee, community partner, or trained professional providing instruction of a family life curriculum regarding the detection, intervention, prevention, and treatment of child sex abuse, human trafficking in which the victim is a child, and internet crimes against children involving sexting, sextortion, and the exploitation of a minor; and (2) The curriculum selected by the LEA or public charter school to provide the instruction required in the law regarding the detection, intervention, prevention, and treatment of child sex abuse, human trafficking in which the victim is a child, and internet crimes against children involving sexting, sextortion, and the exploitation of a minor.
