Amends TCA Title 49.
Present law authorizes local education agencies ("LEAs") to apply to the department of education for funding and approval of pre-K programs. The commissioner of education ("commissioner") must establish the system for submitting applications, and, subject to available funding, programs must be approved on a competitive basis. This bill provides that, subject to appropriations, for the 2024-2025 school year, the commissioner must approve programs for the lesser of (i) a sufficient number of pre-K programs to provide 1,200 pre-K classrooms in this state, which are approved on a competitive basis, or (ii) all pre-K programs for which LEAs submit applications that meet the requirements for the commissioner's approval.
