ON MARCH 18, 2024, THE HOUSE ADOPTED AMENDMENT #1 AND ADOPTED HOUSE JOINT RESOLUTION 810, AS AMENDED. AMENDMENT #1 rewrites the joint resolution to, instead, provide the following: (1) The Executive Branch of the United States of America has abrogated its responsibility to enforce federal immigration laws to protect the several States, resulting in unprecedented illegal immigration, with more than 6,000,000 illegal immigrants crossing our southern border in just three years; (2) Texas Governor Greg Abbott issued a statement on January 24, 2024, declaring that the federal government has "broken the compact between the United States and the States" and "[t]he Executive Branch of the United States has a constitutional duty to enforce federal laws protecting States, including immigration laws on the books right now"; (3) Governor Abbott rightfully cites the United States Constitution, which requires the federal government to "protect each [State] against invasion," and which acknowledges "the States' sovereign interest in protecting their borders," by declaring an invasion and invoking Texas's constitutional authority to defend itself and its southern border; (4) The failure of the Biden Administration to fulfill its duty has triggered the constitutional provisions in (3) above, and Governor Greg Abbott has acted properly in declaring an invasion and invoking Texas's constitutional authority to defend and protect itself and its southern border; (5) Governor Abbott has deployed the Texas National Guard, Texas Department of Public Safety officers, and other qualified Texas personnel to secure the Texas border; (6) By assuming this essential responsibility, Governor Abbott has ensured the safety of not only Texans, but all Americans, and we should support his bold action; (7) Governor Bill Lee has previously deployed the Tennessee National Guard to assist the State of Texas and the U.S. Border Patrol with their efforts to bring the situation at the southern border under control; (8) Governor Bill Lee and twenty-four other Governors have publicly declared their support for the necessary action by Governor Abbott and the State of Texas; (9) Governor Lee and twelve fellow Governors met with Governor Abbott at the Eagle Pass, Texas, border crossing to be briefed on the situation there; (10) Governor Lee issued a statement declaring that "[r]epublican governors have been sounding the alarm for a long time; the open border experiment has catastrophically failed America, and people across the nation are experiencing the devastating consequences of rising crime, drug trafficking, and human trafficking" and "[t]his crisis will only become worse if immediate action isn't taken"; (11) Consistent with Tennessee's long and proud history of supporting and defending the sovereignty and independence of Texas, Governor Lee has committed to deploying additional support from the Tennessee National Guard to Texas; and (12) We support this commitment and acknowledge that the sovereignty of Tennessee and the safety of all Tennesseans demands swift and decisive action. This amendment provides that the House of Representative of the 113th General Assembly of the State Tennessee of stands in support of the State of Texas's efforts to secure its border against the invasion of illegal immigration and honor and commend Governor Abbott and the State of Texas for protecting their state's and our nation's sovereignty. Additionally, this General Assembly commends Governor Lee for his ongoing public commitment to supporting Governor Abbott and the State of Texas in the defense of our nation's southern border, and urges Governor Lee to remain steadfast in his resolve to support Governor Abbott and the State of Texas by deploying additional troops from the Tennessee National Guard to support Texas in its efforts to secure its border against illegal immigration and by taking all available action as Governor to prevent the federal government's unauthorized acts of trafficking illegal immigrants into Tennessee cities and counties. This amendment requires a certified copy of this resolution to be transmitted to the Honorable Bill Lee, Governor of Tennessee.
