Amends TCA Title 43; Title 44; Title 49; Title 53, Chapter 7 and Title 62.

ON MARCH 23, 2023, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 154, AS AMENDED. AMENDMENT #1 rewrites this bill to make the following changes to the Tennessee Meat and Poultry Inspection Act: (1) Provides that the requirements for a license required for the operation of an establishment for the slaughtering of livestock or poultry or the processing of livestock, deer, or poultry and the subsequent inspection of such establishments do not apply to an itinerant slaughterer engaged in itinerant livestock slaughter, which is defined as the slaughter of livestock owned by one or more persons for the person’s exclusive use or for use by members of the owner’s household and the owner’s nonpaying guests and employees; (2) Authorizes an itinerant slaughterer to slaughter livestock owned by a person on the farm where the livestock was raised under the following conditions: (A) The meat from the slaughter of the livestock is distributed only to an owner or owners of the animal, in proportion to the percentage of the person's ownership interest in the animal, for the owner's personal use or for use by members of the owner's household or nonpaying guests; (B) The slaughter is conducted under sanitary conditions; and (C) The livestock is slaughtered by a humane method, as required by federal law; and (3) Provides that the commissioner must, by regulation and under conditions as to labeling and sanitary standards and practices and procedures that the commissioner may prescribe, exempt from specific provisions of the Tennessee Meat and Poultry Inspection Act livestock owners and poultry owners with respect to livestock and poultry carcasses and parts of livestock and poultry carcasses, meat food products, and poultry products, processed by them from livestock or poultry that they own, exclusively for use by the owner and members of the owner's household and nonpaying guests and employees.
