Amends TCA Section 7-51-1802.

Under the "Equal Access to Intrastate Commerce Act," a municipality or county having a metropolitan form of government is generally prohibited from mandating, as a condition of a doing business within the municipality or county, or contracting with a municipality or county, that employers establish a leave policy that deviates from, modifies, supplements, adds to, changes, or varies from state statutorily imposed or recognized requirements. However, this provision does not apply if the local government is entering into a contract with the federal government, and the federal government requirements are different from those imposed pursuant to state law. This bill changes the above provision by authorizing such a municipality or county to mandate, as a condition of contracting with the municipality or county, that employers establish a leave policy that can deviate from state statutorily imposed or recognized requirements, such as those under current law regarding leave for adoption, pregnancy, childbirth, and nursing an infant.
