Amends TCA Title 37.

ON MARCH 6, 2023, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 1120, AS AMENDED. AMENDMENT #1 makes the following changes to this bill: (1) Requires the department to make chaplain services available on a regular basis to juveniles who are housed in a youth development center, instead of those in the department's custody and housed in a juvenile detention facility approved, certified, or licensed by the department; (2) Revises the provisions concerning separation of juveniles based on age, such that: (A) Juveniles 16 or older, who have been committed to the department for a determinate period of time and are housed in a hardware secure residential facility or youth development center, are required to be housed separately from children less than 16; and (B) The department may house children less than 16 with determinately committed children 16 or older in applicable facilities if the department deems it necessary for the safety and well-being of the children less than 16 or to comply with provisions of current law relative to the use of seclusion at juvenile detention facilities; and (3) Changes the effective date of this bill to January 1, 2024.
