Amends TCA Title 68, Chapter 211.
Present law authorizes a county or any of the counties in a municipal solid waste region to create a solid waste authority. Any municipality, the majority of the territory of which lies within a county that is creating or participating with other counties in creating an authority, may join in creating the authority upon such terms as may be agreed upon and adopted by resolution of the respective county and municipal governing bodies. This bill adds authorization for a municipality that collects residential municipal waste within its boundary (a "collecting municipality") to create a solid waste authority. This bill adds authorization for an authority created by a county or collecting municipality to be converted to a joint authority by agreement of all participating counties and municipalities.
