Amends TCA Title 49, Chapter 6, Part 17.

This bill authorizes the Tennessee financial literacy commission to establish an incentive program for middle school and senior high school teachers to promote financial literacy to students in their schools. For purposes of this bill, a "teacher" means an individual employed on a full-time or part-time basis in a public or public charter middle school or senior high school as a licensed or certified classroom teacher, except for substitute teachers. If the commission establishes an incentive program as described above, then, subject to available funding, this bill requires the following: (1) The commission must develop an application form for eligible teachers to request an incentive payment; and establish the annual qualifying period in which incentive payment applications may be submitted, which must coincide with the academic school year, beginning on August 1st and ending on June 30th; (2) To be eligible to receive an incentive payment, before submitting an application, a teacher must teach a personal finance course, or a course that is equivalent, for at least one academic semester during the school year during the annual qualifying period; and successfully complete 14 hours of financial literacy training approved by the commission during the three-year period immediately prior to the end of the annual qualifying period; (3) Upon completion of the requirements in (2), a teacher must submit to the commission an application; an annual certification from the teacher's school principal certifying the teacher's compliance with the requirements in (2); and any other documentation required by the commission; (4) The full annual incentive payment amount awarded to each eligible teacher is $1,500. However, if the amount appropriated in the general appropriations act is not sufficient to pay the full annual incentive payments, then the commission may utilize funds raised by the commission to supplement the appropriated funds to provide a full incentive payment; make a partial incentive payment in an amount determined by the commission; or determine not to award incentive payments for that year; (5) Incentive payments made are considered incentives for the promotion of financial literacy; must not constitute earnable compensation, or be considered in determining the teacher's average final compensation, for retirement purposes; are separate from the Tennessee investment in student achievement formula (TISA) funding; and are not considered salary payments or supplements for purposes of the Tennessee Education Finance Act of 1977; and (6) Unexpended funds from public or private sources for incentive payments do not revert to the general fund at the end of a fiscal year and are carried forward into the subsequent fiscal year.
