Amends TCA Title 4; Title 12 and Title 39, Chapter 13.

This bill prohibits a law enforcement agency, local agency, or state agency from purchasing, acquiring, or otherwise using a drone or other covered telecommunications equipment or service, as defined in the federal National Defense Authorization Act of 2019, produced by a manufacturer banned under the National Defense Authorization Act of 2019. This bill defines a "drone" as a powered, aerial vehicle that does not carry a human operator and is operated without the possibility of direct human intervention from within or on the aircraft; uses aerodynamic forces to provide vehicle lift; can fly autonomously or be piloted remotely; and can be expendable or recoverable; This bill provides that a contract or agreement for the purchase, acquisition, or use of a drone or other covered telecommunications equipment or service in violation of this bill is void and unenforceable. This bill applies to contracts or agreements entered into, amended, or renewed, on or after July 1, 2023. ON MARCH 6, 2023, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 776, AS AMENDED. AMENDMENT #1 revises this bill to only prohibit a law enforcement agency, state agency, or local agency from purchasing or acquiring a drone as described in this bill.
