Amends TCA Title 49, Chapter 6, Part 17.
This bill requires the following: (1) At least one grade level in each public elementary and middle school, including a public charter school that serves comparable grade levels, must schedule five days during each school year, either inside or outside of the classroom, to highlight age-appropriate financial literacy concepts, including earning income, spending, saving, managing credit, and investing; (2) The department of education, in consultation with the Tennessee financial literacy commission ("commission"), must develop guidance to assist public elementary and middle schools in implementing (1); (3) The commission must compile a recommended list of modalities and materials, using the financial literacy concepts outlined in (1), that may be used by public elementary and middle schools, and must strive to select modalities that are available to public elementary and middle schools at no cost; and (4) At the conclusion of each school year, each LEA must provide information requested by the commission or the department about the financial literacy education provided during that school year. This bill also provides that local boards of education are encouraged to adopt a policy for the implementation of the provisions above. This bill applies to the 2023-2024 school year and each school year thereafter. ON MARCH 23, 2023, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 782, AS AMENDED. AMENDMENT #1 rewrites this bill to require, upon the request of the commission, each public elementary and middle school, or each LEA on behalf of the schools, to provide information to the commission or department of education about the financial literacy education provided to elementary and middle school students during the school year.
