Amends TCA Section 55-4-256 and Section 55-4-257.

Under present law, one disabled veteran memorial license plate may be issued free of charge to any qualified applicant and one additional plate may be issued to any eligible person upon payment of the regular registration fee for plates and payment of one half of a fee equal to the cost of actually designing and manufacturing the plates. Additional disabled veteran license plates may be obtained by any disabled veteran upon payment of the regular license fee for plates plus the payment of a fee equal to the cost of actually producing the plate. This bill rewrites the above provision so that: (1) Qualified applicants may receive two disabled veteran memorial license plates free of charge; and (2) Additional disabled veteran license plates may be obtained by any disabled veteran upon payment of the regular registration fee for plates plus the payment of a fee equal to the cost of actually producing the plate. Under present law, a disabled veteran who is entitled to be issued a memorial registration plate, free of charge, may elect in the alternative for the issuance of a registration plate for holders of the Purple Heart, free of charge, for one motor vehicle, one motor home, or one recreational vehicle that is owned or leased by the disabled veteran; provided, that a disabled veteran is eligible for the issuance of a registration plate for a holder of the Purple Heart. One additional plate may be obtained by any eligible disabled veteran upon payment of the regular registration fee for plates and payment of one half of the fee equal to the cost of actually designing and manufacturing the plates. Additional plates may be obtained by any person entitled to receive the holders of the Purple Heart registration plate upon payment of the regular registration fee for plates and the fee equal to the cost of actually designing and manufacturing the plates. This bill rewrites the above provision so that: (1) A disabled veteran who is entitled to be issued two memorial registration plates, free of charge, may elect in the alternative for the issuance of two registration plates for holders of the Purple Heart, free of charge, for two motor vehicles, two motor homes, or two recreational vehicles that are owned or leased by the disabled veteran; provided, that a disabled veteran is eligible for the issuance of a plate for a holder of the Purple Heart; (2) Additional plates may be obtained by any person entitled to receive the holders of the Purple Heart registration plate upon payment of the regular registration fee for plates and a fee equal to the cost of actually designing and manufacturing the plates; and (3) A second disabled veteran or Purple Heart plate initially issued to, or renewed by, any recipient prior to the effective date of this bill will not be subject to the regular registration fee or the cost of producing the plate, and will be free of charge on or after the effective date of this bill.
