Amends TCA Title 4; Title 7; Title 64; Title 65 and Title 68.

MUNICIPAL ENERGY AUTHORITIES This bill requires an authority created pursuant to the Municipal Energy Authority Act that is owned or operated by a municipality located within this state to prioritize the provision of electric services to hospitals licensed in this state when engaging in the process of balancing the supply of electricity on a network, or in a system, by adjusting or controlling the load rather than the power station output ("load management") for the electric service system. The comptroller of the treasury is required to enforce this requirement. PUBLIC ELECTRIC UTILITIES This bill requires a public utility that provides electricity to prioritize the provision of electric services to hospitals licensed in this state when engaging in load management for the electric service system. The Tennessee public utility commission is required to enforce this requirement. ELECTRIC COOPERATIVES This bill requires a cooperative that provides electricity to prioritize the provision of electric services to hospitals licensed in this state when engaging in load management for the electric service system. The comptroller of the treasury is required to enforce this requirement. RULEMAKING This bill authorizes the comptroller of the treasury and the Tennessee public utility commission to promulgate rules to effectuate this bill.
