Amends TCA Title 39, Chapter 17, Part 13.

Under present law, except as otherwise provided, any resident of Tennessee who is a United States citizen or lawful permanent resident may apply to the department of safety for an enhanced handgun carry permit. If the applicant is not prohibited from possessing a firearm in this state pursuant to state or federal law, and the applicant otherwise meets all of the requirements provided by law, the department must issue a permit to the applicant.<br /> <br /> Present law requires the permit to be issued on a wallet-sized card of the same approximate size as is used by this state for driver licenses and must contain only the following information concerning the permit holder:<br /> <br /> (1) The permit holder's name, address and date of birth;<br /> <br /> (2) A description of the permit holder by sex, height, weight and eye color;<br /> <br /> (3) A visible full face photograph of the permit holder; and<br /> <br /> (4) The permit number, issuance date, and expiration date.<br /> <br /> The following language must be printed on the back of the card: This permit is valid beyond the expiration date if the permit holder can provide documentation of the holder's active military status and duty station outside Tennessee.<br /> <br /> This bill requires the department of safety to issue permits pursuant to present law with the designation "Enhanced Handgun Carry Permit" on the front of the permit. The department must issue a replacement permit with this designation for any permit that contains the designation "Handgun Carry Permit" upon renewal or upon a permit holder's request. The department must not require a permit holder to undergo a new test or class in order to receive a replacement permit for an unexpired enhanced handgun carry permit. <br /> <br /> This bill also requires the department to fund the replacement permits required using any available funds that have been retained by the department from the application fees for a lifetime enhanced handgun carry permit. If these funds have been exhausted, then the department may charge a fee, not to exceed $15, for issuance of a replacement permit.<br />
