Amends TCA Title 6, Chapter 56, Part 4 and Title 10, Chapter 7, Part 5.

Present law requires the municipal technical advisory service of the University of Tennessee's institute for public service (MTAS), with the approval of the state comptroller's office, to develop a curriculum, including testing, leading to the designation certified municipal finance officer (CMFO). The program must include at least 80 combined hours of course and lab work including the topics of (i) governmental environment; (ii) auditing and internal controls; (iii) governmental accounting; (iv) financial reporting; (v) budgeting; (vi) debt administration; (vii) cash and investment management; (viii) strategic planning and capital improvement plans; (ix) pensions and benefits administration and risk management; and (x) procurement and enterprise resource planning systems. This bill removes the 80 combined hour requirement.<br /> <br /> CONFIDENTIAL RECORDS<br /> <br /> Present law requires the staff of MTAS to provide the training described above and to administer examinations. This bill clarifies that all examinations administered by MTAS as part of the CMFO program are confidential and not open for public inspection.<br /> <br /> This bill also clarifies that all examinations administered by the University of Tennessee's county technical assistance service (CTAS) as part of the certified county finance officer program are confidential and not open for public inspection.<br />
