Amends TCA Title 16.
ON MARCH 4, 2024, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 1652, AS AMENDED. AMENDMENT #1 rewrites this bill to, instead, declare that no circuit, chancery, or other inferior court has subject matter jurisdiction over any legal action challenging any rule of the senate or house of representatives adopted pursuant to Article II, § 12 of the Tennessee Constitution. Article II, § 12 provides that "Each House may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member, but not a second time for the same offence; and shall have all other powers necessary for a branch of the Legislature of a free State."
