Amends TCA Title 55.

Present law provides that, unless excepted to by other law, every vehicle stopped or parked upon a roadway where there are adjacent curbs must be so stopped or parked with the right-hand wheels of the vehicle parallel to and within 18 inches of the right-hand curb. This bill adds to the present law by providing such an exception. This bill provides that on a public road, street, or highway within a residential district where parking is not prohibited by law, a person must not park a vehicle upon the road, street, or highway in such a manner or under such conditions as to leave available less than 12 feet of an unobstructed width of the roadway opposite the parked vehicle for the free passage of other vehicles. However, if such a road, street, or highway is less than 23 feet wide, then a person must not park a vehicle upon the road, street, or highway unless the right-hand curb or edge of the street is located on the passenger side of the vehicle and there are no vehicles parked upon the roadway opposite the vehicle from a distance of 200 feet in either direction. This bill provides that a violation of this bill is a Class C misdemeanor, punishable only by a fine of $50.
