Amends TCA Title 39; Title 40 and Title 55.
This bill provides that a person commits a Class B misdemeanor if a person acts with criminal negligence and purchases or possesses a license plate flipper. This bill also provides that a person commits a Class A misdemeanor if a person acts with criminal negligence and manufactures, sells, offers to sell, or otherwise distributes a license plate flipper. As used in this bill, "license plate flipper" means a manual, electronic, or mechanical device designed or adapted to be installed on a motor vehicle that either: (1) Alternates between two or more license plates for the purpose of allowing a motor vehicle operator to change the license plate displayed on the operator's vehicle; or (2) Hides a license plate from view by flipping the plate, making the license number not visible.
