Amends TCA Title 38, Chapter 6 and Section 39-17-1316.
This bill enacts the “Gun Purchase Waiting Period Act,” which adds a supplementary provision to the current requirements with which a gun dealer must comply before a firearm may be delivered to a purchaser. <br /> <br /> Present law requires that: <br /> <br /> (1) The purchaser must present to the dealer current identification meeting the state requirements; <br /> <br /> (2) The gun dealer must complete a firearms transaction record as required by federal law and obtain the signature of the purchaser on the record; <br /> <br /> (3) The gun dealer must request by means designated by the bureau that the Tennessee bureau of investigation conduct a criminal history record check on the purchaser and is required to provide certain enumerated information to the bureau; and <br /> <br /> (4) The gun dealer must also receive a unique approval number for the transfer from the bureau and record the approval number on the firearms transaction record. <br /> <br /> This bill adds that a gun dealer must not deliver a firearm to a purchaser until 15 business days after complete compliance with (1)-(4) above. This bill clarifies, however, that this 15-day wait period does not apply to transactions between federally licensed dealers. <br />
