Amends TCA Title 4, Chapter 32; Title 8; Title 9 and Title 71.

Tennessee SB0580 establishes a grant program within the governor's office of faith-based and community initiatives to support nonprofit and faith-based child care programs for children aged four and younger. The bill mandates that at least one-third of the funds appropriated to the office each year be allocated for these grants, which require applicants to be licensed child care agencies in good standing and to charge families no more than 7% of their household income for care. Priority for grants is given to programs located in "child care deserts," defined as areas with a high ratio of children to licensed child care slots.
