Amends TCA Title 59, Chapter 8, Part 3.

Tennessee SB1275 amends existing law regarding the reclamation of land adversely affected by past coal mining practices by replacing the prohibition on filing a lien against certain property owners with a requirement for the commissioner of environment and conservation to notify property owners of a proposed lien and its amount. The bill affects property owners who did not consent to or participate in the mining operations and allows them to avoid the lien by either proving their lack of involvement or paying the specified amount. Additionally, it removes the limitation that the notice and lien filing process only applies when reclamation occurs without the landowner's permission.
