Council Member Capp moved that the bill be passed on second reading, which motion was seconded and approved by a voice vote of the Council.

Council Member Capp moved that the bill be passed on first reading as substituted, which motion was seconded and approved by a voice vote of the Council. The bill will be considered at the November 4, 2025 public hearing. The bill is referred to the Planning Commission, the Budget and FInance Committee, and the Planning and Zoning Committee.
