Council Member Porterfield moved to pass the bill on third reading as substituted and amended with Amendment A, which motion was properly seconded. Council Member Welsch withdrew Proposed Amendments 3, 4, 5, and 6. Council Member Sepulveda offered Proposed Amendment 1, hereinafter referred to as Amendment B, to the bill and moved that it be adopted, which motion was seconded and approved by a voice vote of the Council, with Council Member Porterfield abstaining. Council Member Porterfield moved to pass the bill on third reading as substituted and amended with Amendments A and B, which motion was properly seconded. Council Member Allen withdrew Proposed Amendment 7. Council Member Styles moved to suspend the rules of procedure to offer a late filed amendment. Without objection, Council Member Styles offered Proposed Late Amendment 1, hereinafter referred to as Amendment C, to the bill and moved that it be adopted, which motion was seconded and approved by a voice vote of the Council, with Council Member Porterfield abstaining. Council Member Porterfield moved to pass the bill on third reading as substituted and amended with Amendments A, B, and C, which motion was properly seconded. Council Member Johnston offered a second substitute bill and moved that it be adopted, which motion was properly seconded. After discussion, Council Member Johnston withdrew the proposed substitute. The matter recurred on the motion to pass the bill on third reading as substituted and amended with Amendments A, B, C, D, and E, which motion was properly seconded. After discussion, Council Member Johnston called for the previous question, which motion was seconded and approved by a voice vote of the Council.
