The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and in opposition to the bill. The President declared the public hearing closed. Council Member Lee moved that the bill be passed on second reading, which motion was properly seconded. Council Member Cortese moved to defer the bill to the August 18, 2026 Council meeting. The motion failed due to lack of a second. The matter recurred on the motion that the bill be passed on second reading, which motion was seconded and approved by a voice vote of the Council, with Council Member Cortese voting No and Council Members Eslick and Styles abstaining. The bill is referred to the Planning and Zoning Committee.
